Government opens registration to update Great Housing Mission Venezuela beneficiaries and accelerate issuance of legal property titles nationwide


Venezuela’s acting president Delcy Rodríguez announced the launch of a registration process through the Patria System (Sistema Patria, in Spanish) platform for beneficiaries of the Great Housing Mission Venezuela (Gran Misión Vivienda Venezuela, GMVV, in Spanish), aimed at updating records to ensure the delivery of legal property titles for state-awarded homes.

The announcement was made from the Maripérez housing development in Caracas, where Rodríguez oversaw the delivery of new homes as part of a national distribution of 428 housing units across the country, each granted with corresponding legal titles.

Officials said the registration process is intended to organize and update beneficiary files, reducing administrative bottlenecks in the allocation of property documentation.

During the event, she is formally handing over keys and urban land titles to the beneficiary families, reaffirming an inalienable human right that, since the Mission’s creation in 2011, has transformed the lives of millions of Venezuelan households despite the impact of more than 1,081 unilateral coercive measures currently in place against the nation.

Text Reads: The activity highlights the concept of the Human and Communal City as an integral habitat model and includes a tour by the Acting President of the facilities of the first stage of the capital’s urban development, which has spaces intended for popular empowerment and social welfare, such as a Self-Government Room, a medical office, multi-purpose areas and the “Gamer Zone” recreational area.

“We are organizing the records so that all beneficiaries can receive their property title,” Rodríguez said.

The announcement coincided with the 15th anniversary of the GMVV, launched on April 30, 2011 by former president Hugo Chávez, which the government presents as a central social housing policy.

Reflecting on its origin, Rodríguez said Chávez “made the Venezuelan people’s right to housing a reality and changed the vision of housing as a commercial good.”

During the event, she described housing under the program as part of a broader social framework. “It is the habitat that allows the creation of a human city for the happiness of the Venezuelan people,” she said.

RodrĂ­guez also highlighted ongoing legislative reforms in the housing sector aimed at expanding rental market activity and incorporating an estimated 500,000 vacant homes into regulated use under state supervision of landlord-tenant relations.

“This allows rentals for young families, for young people who have just married and want to start a family, so they can have housing,” she said.

The government framed the reforms as part of efforts to respond to economic constraints attributed to more than 1,081 unilateral coercive measures, which authorities say have affected key sectors including housing.

“We are building for hope, for the future, while overcoming the difficulties caused by the blockade and the sanctions,” Rodríguez said.

Authorities described the GMVV as a long-standing social program that has provided housing security to families across the country over the past 15 years. The updated digital registration through the Patria system is intended to accelerate the legal regularization of beneficiaries and streamline the issuance of property titles.

Officials said the system aims to consolidate housing records and improve the legal delivery process for millions of beneficiaries under Venezuela’s public housing program.
